Table Top EU ELEx 2019 Exercise

EU ELEx 2019 Exercise took place on 5 April 2019 on the European Parliament ground, focusing on operational handling of cybersecurity incidents during the European Parliament elections. The exercise was organized by ENISA in cooperation with the European Parliament and European Commission.

At the beginning of the exercise the vice president of the European Parliament Rainer Wieland spoke to participants and welcomed everyone on the ground of the European Parliament. Subsequently, a moderator of the exercise presented the results of the questionnaire which was completed by particular Member States and contained questions about the preparedness for the European Parliament elections in terms of proper election security as well as cybersecurity. After that, each country had 5 minutes to present its approach to protection and proper election security.

The Slovak Republic was represented by a representative of the National Unit SK-CERT of the National Security Authority, a representative of the Strategic Communications Department of the Ministry of Foreign and European Affairs of the Slovak Republic and a representative of the Election, Referendum and Political Parties Department of the Ministry of Interior of the Slovak Republic.

The exercise itself contained a scenario focused on an adversary goal of reducing the trust in official institutions and creating doubt about the legitimacy of the elections. The scenario consisted of nine incidents occurring one after another through the scenario. For every single incident the players had to answer several yes/no questions and open-ended questions. Players had 4 minutes for each question.

Evaluation of the exercise was carried out in the form of discussion about individual approaches of the countries regarding the issue of providing the high level election security and maintaining the trust of citizens in official institutions as well as the exchange of experience among individual players. The Slovak team was ranked among the most successful exercise participants, because it responded to questions with more than 90 percent success rate according to answers recommended by ENISA and the European Commission.
